Government and Enterprise Contracts Specialist
Description
About
Xphera Incorporated (est. 2021) is building xEarth™ to empower airports, campuses, logistics, and emergency teams with precise spatial positioning, digital twins, and spatial intelligence across their physical spaces. We utilize LiDAR to interpret earth's natural characteristics and the built environment to enable precise spatial positioning without wifi or GPS. xEarth™ enables precise navigation and emergency localization at an accuracy level of ≥ 6 inches. The team at XPHERA is composed of talented individuals with a passion for promoting the meaning of spaces and pushing the frontiers of technology for our partners and the betterment of humanity.
Our Story
As refugees from Vietnam, my family traveled around the states in search of work, from Washington, Maryland, Georgia, and all the way to St. Louis. Navigating new places, communities, and cultures was difficult. Furthermore, GPS technology completely failed when it was absolutely critical: subways, airports, and downtown corridors. In 2021, I took this hardship as inspiration and turned it into the founding of Xphera, a personalized tool and visual GPS (now xEarth) to help travelers navigate unfamiliar spaces with confidence. From our work in the navigation space, we discovered the multi-trillion dollar risks of GPS and the pervasive dependency of our entire global infrastructure.

Position Overview
You will help Xphera win work with airports, health systems, and convention centers (as a prime or a subcontractor) and support a focused federal and defense pipeline. Day to day that means researching buyers and solicitations, drafting outreach and proposal material, and helping assemble the registrations and certifications those bids require. You will report to the Chief Executive Officer. This is a hybrid position with occasional travel required.
Compensation: 27/hr paid weekly on Friday.
Per state policy, from mid-August to mid-April, interns can only work a maximum of 20 hours per week. However, from mid-April to mid- August, interns can work up to 40 hours per week if they are not enrolled in summer classes.
We anticipate this position to run from November 1, 2026 through November 1, 2027 at the maximum allowed hours, with the goal of moving into a permanent, full-time position.
Responsibilities
Enterprise and public infrastructure pipeline
- Identify decision-makers in operations, innovation, facilities, and procurement at airports, hospitals, and convention centers
- Track RFPs, RFIs, and partnership paths; keep a clear pipeline of accounts and next steps
- Draft outreach, capability one-pagers, and first-pass response outlines
- Support conversations with primes and integrators (where xEarth fits, draft teaming language)
- Note site realities that matter for visual positioning: indoor and GPS-denied zones, security, data, integration
Federal and defense pipeline
- Watch SAM.gov and related notices for resilient Position, Navigation, and Timing (PNT), alternative navigation (AltPNT), and GPS-denied work
- Help draft white-paper and proposal sections, past-performance snippets, and set-aside / NAICS checks
- Keep a defense pipeline separate from the commercial book
Certifications and capture operations
- Help advance SAM.gov and small-business certification packages
- Keep pursuit files organized: deadlines, required forms, versions, teaming status
- Prep the Chief Executive Officer for buyer and bid meetings (agenda, leave-behind, open questions)
Qualifications
- Proven ability to conduct research and produce high-quality written deliverables, such as whitepapers, reports, or grant narratives.
- Exceptional writing, editing, and analytical skills, with a keen attention to detail and ability to craft persuasive, audience-focused content.
- Strong organizational skills and ability to manage multiple deadlines in a fast-paced environment.
- A strong writer who can outline, cut to a page limit, and send a clean email
- Interest in learning about airport operations, hospital operations, defense technology, and critical infrastructure
- Proficient in Google Workspace and Microsoft 365; willing to learn SAM.gov
Learning Objectives
By the end of the year you should be able to:
- Explain why airports, hospitals, venues, and defense users need a GPS backup—in plain language
- Run a simple capture pipeline (account, opportunity, stage, next action, outcome)
- Break down a solicitation: requirements, evaluation factors, dates, attachments
- Draft capability statements, outreach, and first-pass proposal sections
- Use SAM.gov and related portals to find notices and keep entity information current
- Build checklists and draft materials for the certifications that unlock large bids
- Decide when Xphera should lead as a prime vs. subcontract, and explain the rationale
